1. Background
Uganda Community Based Health Care Association (UCBHCA) is an Umbrella Organization of all Community Based Nongovernmental Organizations both facility and non facility based organizations (NGO/CBOs) implementing Primary Health Care at Community level.
It was formed in April 1986 by a total of 86 NGOs they including local and international Organizations that were implementing Primary Health Care at Community level in Uganda. The NGOs had come together in April 1989 to share their past experiences in implementing PHC and also to carry out joint training to discuss Primary Health Care. The meeting was sponsored by Unicef and at the end of this meeting it was proposed by members present form this Association.
UCBHCA was registered under the national NGO board in 1986 as national Non Governmental Organizations (NGO) operating at national level in all parts of Uganda. Over the years UCBHCA has developed into a consortium of NGOs/CBOs and Government departments engaged in Health Care implementation at community level.
UCBHCA is a major partner with the Ministry of Health of Uganda in implementation of the national Health policy and Health Sector Strategic Investment Plan (HSSIP) through its Community based grassroots 780 member NGOs/CBOs both facility and non facility operating in all districts in Uganda. .
The association has a national secretariat based at Entebbe, which is the technical unit responsible for technical capacity building of its member organizations, Government institutions and Development partners. The secretariat aim is to build capacity of members to effectively implement the Ministry of Health policy strategic Investment Plans (HSSIP) Primary Health Care activities at community level using the Community Based Health Care strategy and Approach which is aimed at community empowerment and full participation in implementation, monitoring, evaluation and sustainability of all the health interventions in their communities.
The key roles of secretariat include; Capacity Building, Coordination, networking, monitoring and evaluation of member organization’s health programs. The technical unit develops training materials and programs and carries out capacity building through organizing and conducting trainings workshops to train Health professionals at national and district level who include National Facilitators, Trainers of Trainers (TOTs),Midwives and Nurses, Village Health teams/CHWs to equip them with technical facilitation skills and methods of implementing Primary Health Care using Community Based Health Care Approach with key emphasis to community empowerment and participation to enable communities to take care of their own health and life with their full participation and involvement in matters concerning their health and development to ensure ownership and sustainability of all health and development interventions being implemented in their communities and homes. This is the overall aim of UCBHCA.
